	TestElement.java 
Log Message:
A suite of generated test stubs for the Element class.  This 
version also has two use case style tests not directly tied to a 
method.  These in turn have some commented out code for
my Namespace proposal (I'll upload separatly to the list) and
show the problem implementing an empty default namespace.
These use case tests also test some functional requirements
and I wonder what people think about naming for these 
requirements.
The method tests are not implemented and rather than 60+
"implement me" failures, the suite method just calls the 
use case tests.
