[jdom-interest] Followup on Namespace proposal

By the way, from my earlier proposal, #1 (remove useless code in
Namespace.getNamespace) and #2 (check for cases where a prefix is supplied
but not a uri) have both been fixed in the current version of Namespace.

There is one other item I don't seem to understand.  In Namespace, we
carefully maintain HashMap mappings.  I'm sure we have good reasons for this
but nothing inserted into this hashmap ever sees the light of day again :^)
