[jdom-interest] setting the encoding after a transformation

[Altner, Bruce (HQ-LD070)[SAICIS/CDI]]

I already had made the "encoding" declaration. Adding the
"omit-xml-declaration" had no effect. The encoding still appears as
UTF-8 in the transformed file.
